 If indeed luggage faces strict scanning when boarding, then, after seeing how lax it is when coming back on board at normal port stops, I would have thought it easier to smuggle things aboard on port visits.

Interesting! The article alluded to the fact the police already knew about the drug smuggling operation rather than the ship detecting the drugs, but that could just be the way it was written.

 

I think the fact that 12 people were arrested very much suggests the authorities had some prior knowledge about this ring.
