No, not really.  And we actually enjoy watching the tenders come and go.  They are usually port-side I believe, forward.

There is some noise from the lowering of the tenders and the tender operations, which usually happens quite early, and they run them from both sides of the ship. I don't know what determines which side at which port. If you are in a cabin directly over the tenders, you will certainly hear them when they lower and raise them. Whether it's loud enough to bother you is subjective.
