Canada/New England Cruise without Canada?

Interesting what would constitute a port call at a foreign port ?

Just tie up at the pier dock or tender a life boat to shore and

say " I came --- I saw -and-  I left " !

 

Ridiculous there if nothing of interest at St. Pierre & Miquelon.

To satisfy the PVSA without Canada port would require 1 SEA

day going to this location and a SEA day returning - on a 7 day

cruise 2 days shot to satisfy this formality.

 

Poor comparison to the Victoria port call required on Alaska

cruises - where calling at Victoria for say 6 hours with just

enough time to walk 3 miles into the city and 3 miles back out !

 

So what does constitute a port call in legal formal terms ?

There is only two potential issues....

 

It is not clear France will provide permission.  

 

The US has a new rule in place that says anyone who goes to France must self-quarantine for 14 days on their return to the US.   

 

Non- US citizens who have visited France are not permitted to enter the US for 14 days.  Best would be to add 14 days onto the cruise post visit.

Cruise lines used to do "sail by" port calls at Ensenada, Mexico to satisfy the PVSA, but the government cracked down on that practice and it's no longer legal. To satisfy the port call requirement it now has to provide a legitimate opportunity for passengers to disembark and spend time ashore. 

 

There are at least a few cruises every year that already make calls at St. Pierre et Miquelon . Looking at itineraries the stops are about 7 or 8 hours long...so quite similar to the time spent at many other ports and quite legitimate.

Published (limited) clinical findings from China warned of recovered patients being RE-infected again with COVID-19 and some of the patients permanently losing 20 to 30% of their lung capacity ... this is somewhat familiar, like the deadly 2002-03 SARS virus (and, there is still no vaccine for that.)  

There is no vaccine for the 2002-2003 SARS because the outbreak ended before a vaccine could be tested.  Nobody getting infected no way to test.  There were several candidates.
