Officials , off to the Cook Islands to set up a  travel bubble with NZ , got off to a shaky start after a passenger was put into isolation from a Covid scare .

Cook Islands would be on the alert with numbers increasing in Tahiti, after they opened their borders to international flights.

I know I was hopeful previously (8 months ago) but I really think it is too soon for international bubbles, the vaccines need to be wide spread in the communities before bubbles can be allowed without quarantine periods.
