Perhaps they buy to protect their investment. The Saudis bought 43.5 million shares of CCL last year. I think they might buy more. You are correct. It does raise cash but at the expense of current stockholders when the price dips a bit and then later if and when they have any earnings to create a dividend it will be smaller per share. You forgot Shareholder OBC which institutions don't care about. Executive compensation includes stock options, yet they still approve.
