It also depends on which airport - HOU is much closer to Galveston then IAH.

https://thecruisestoponline.com/  This place is across the street from the port, and their website says that they will store luggage for $5 per piece.   

 

The Bishop's Palace is a beautiful old home you can tour, but it would be a little bit far to walk.   https://www.galvestonhistory.org/sites/1892-bishops-palace

 

The Galveston Railroad Museum and the Ocean Star offshore drilling museum would both be within walking distance of the luggage storage place.

I second the Cruise Stop for luggage drop off. I used this service after my cruise on Saturday. We dropped of luggage and went to have breakfast at Star drug store for breakfast. Cute place for breakfast. We then did a segway tour, but I wish we had just walked around The Strand. Cute little area. We used a private car service to get back to Hobby which we pre-arranged for pickup at 3 pm for a 7 pm flight. We should have requested a little later pickup.

The Bryan Museum is really nice, the Elissa is a beautiful ship to tour as well. We spend most weekends on the Strand and a cool drink out front of Tolas Mo Betta Market on the Strand is good for an hour or so.
 The Pleasure Pier (a Landry's property) is a cash vacuum and is not within walking distance. I chuckle at some that will say go to the Kemah Boardwalk. It is a 30-40 min commute and not here on Galveston island.
 A growing number of businesses are renting golf carts. That might work for your group too.
