The non-HAL provided OBC should also be refundable. I think the OBC you "get" (usually $200 pp) when on a casino offer can be used in the casino. Best to check for certain once you board though. Pre-Covid the account was rolled over each week (HAL did not ask that you settle the account at the end of each week) but it just kept on going, no new account started. This is being done the same now? Also,for couples: does anyone use two separate accounts? We are always asked if we want both of us under one account or two separate accounts? Advantage/disadvantage?
