I remember reading a few weeks ago when someone asked if there were operators on the pier in Raiatea, the answer was no. They were there two years ago when I did it, but operators have been burned so badly, I'd not count on anything. Several I used my last visit went under.

This is the latest from Windstar's webpage in regard to ports where you may book independent tours.  Tahiti is no longer on the list:

" For the near term, guests will need to book a Windstar shore excursion to go ashore (unless otherwise noted below as an exception). Exceptions where guests are allowed ashore to explore on their own: Greece, Croatia, Spain, Gibraltar, and Costa Rica."

In the past, the two times we docked in Morrea, we rented those crazy looking dune buggy race cars for our own tour around the island and to go to Belvedere lookout, and Morrea did have other tours you could book last minute on the pier, but it;'s hit and miss in French Polynesia, and in this enviro, who knows?
