Is Oceania extending final payment dates or lowering cancellation charges?

Yes, it would be nice if they made some sort of announcement. Too late for me but others should know what is going on.

Last week our TA sent copy from O changing June 2022 Insignia 22 day cruise final payment to 60 days. No changes on April,  September, October, & November, 2022 Oceania cruise final payments.

As has been pointed out before, one of the factors seems to be likelihood of the cruise actually sailing.
