Very last line is the one of interest to you, though I suggest also reading the entire first paragraph as well - the DSC (DISCRETIONARY Service charge) covers people beyond those you interact with.

in all the years with NCL only once have we removed the tips for bad service and i am talking bad service all around, even the Front Desk workers acknowledged how bad it was, there was a huge line of people asking to remove gratuities. On that cruise we left good tips/gratuities to 3 people who actually deserved it, including our steward.

Most cruise lines have some form of Daily Service charge which go to all crew members that help make your cruise wonderful. For example, it would include your waiter, assistant waiter, bus person, dish washer, cook, etc. 

 

Pay your Daily Service Charge. 
 

Don’t short the hard working crew of your ship.
