How do they restrict this?

 

The Unlimited Social Media Wi-Fi package gives you access to majority of social media sites (Facebook, Twitter, Instagram, Snapchat, WeChat, etc.). Excludes Tik Tok

It's very simple to restrict access to everything except specific named sites.  Just like an employer can block non-employment related sites for example.

They essentially block everything, then allow certain sites.  While onboard, anyone can access the NCL site and Cruise Critic without even having a plan.

How to restrict ... 

in a nutshell, certain sites and it's ip addresses are whitelisted to permit access, while all other URL's are blocked since all the data traffic onboard are cached thru their firewalled (Cisco & Lenovo, etc,) hardware servers.

They use a filter. If you don't have the plan, you don't get online. If you don't have streaming, they block that as well.
