Several years ago Regent put out a directive in the US seemingly restricting rebates/discounts to 5%. However in reading the restriction word for word the restriction was "advertising" a more than 5% discount/rebate. At the time questioned my TA who was giving approx. 10% who is on the Regent Board of TA's and he explained this wording and continued with the 10% with no problems because the discount/rebate wasn't advertised and this has continued to the current time..
