I wondered that also so on Allure, using wifi, I got as far as tapping the submit button but stopped as I didn't want a delivery. However, since I got that far in the process I think it would have worked.

The kid in me wants to order 6 towels to every stateroom on the ship 😅

Why would they not have it tied in the app versus a QR code to a form where you can manually enter whatever stateroom number you want?  They need to rethink the implementation.

You have to enter your room number and how many towels you want when the qr link opens … but no, nothing I can see stopping you sending towels to different cabins!
