Princess offers two itineraries. a) RT New York. Basically the ship stops at St. John, NB and Halifax, NS and a few US ports and then returns to New York. A basic RT to near foreign ports. b) One way New York to Quebec City or the reverse. This itinerary can be booked as a RT from New York since a RT would depart and return to the same US port.

The "intentional" part is with respect to the passenger's original plans.  So we need to know why the pax missed the departure.  If EZAir is flying the pax to the next port, that implies a delayed or canceled flight.  CBP will let them board in Hawaii under those circumstances, but potentially with a PVSA fine to the cruise line.

 

A pax could not however plan from the beginning to meet the ship in Hawaii and finish the rest of the sailing back to Los Angeles.  That's the intentional PVSA violation that CBP won't allow. 

 

Pax could however board in Hawaii and debark in Ensenada because that's no longer travel between 2 US ports.  However Princess may not allow because all these deviations add to the complexity of the customs/immigration filings and clearance when pax are doing one-off embarkation and debarkations.
