It’s confusing online if you need to be. It looks like the princess line doesn’t require proof but maybe US customs will for non-US citizens? Edit to add: she might need to be if she flies into the states. But cruises from Vancouver would be fine. I've looked all over the state department website and the CDC and can't find anything that pertains to cruisers. The verbiage is specifically targeted at people flying into the states. And Alaska says they don't require the vaccine to travel to their state. Currently if you are traveling to US ports and Canada there are no ports requiring vaccination or testing. At this point Canadians are required to be vaccinated regardless of air, land, or sea entry. Whether that changes May 11th or if it being enforced is anyone's guess.
