You feel like a big man digging up something that isn't even related? That's actually kind of creepy. What should posters be talking about? Your question was "who decides". I'll let you have the last word because you always do.

I wouldn't recommend only bringing these on your cruise if you've never truly tested the sunscreen on your skin in the sun before. Mineral sunscreens typically do a very bad job at broad spectrum protection, contrary to what they state on the bottle.

That is why I wrap myself completely in tin foil. SPF 10,000. This is my favorite brand. You can get a large box at Costco for less than the price of Coppertone. I will definitely be applying real sunscreen before we leave the ship and try to smuggle more of it with us. but I will also have this for us.

The funny thing is that sunscreen labeled as "reef safe" containing titanium dioxide has been hypothesized as causing damage to ocean life. There's just not sufficient real-world studies to determine the true impact that chemicals in sunscreen have on ocean life. Destinations that have these bans are simply instituting these bans as precautionary measures, but on the flip side, they may be causing more harm than good if titanium dioxide proves to be more detrimental to the environment than traditional sunscreen.
