How can I get Cheers package for only one of two guests?

And that is perfectly within the rules that state that all adults 21 and over in the same cabin must buy the package. I have read of families putting an adult in a cabin with a minor in order to have one buy Cheers where the other adult didn't want it, then on board they just stayed in the same cabin together. I have also read of two couples putting the drinkers in one cabin and the non-drinkers in another cabin.

I save by buying CHEERS.  I can spend $30 on coffee alone every day.

Exactly!!!  Those special coffees are expensive!  As is a couple of water bottles a day (I am not the fill-up, re-usable water bottle toting type of person.)  Add in my morning hot specialty drink, fresh squeezed orange juice, a soft drink for lunch, a pool drink, a pre-dinner drink, 2 glasses of wine with dinner, an after dinner drink, etc..  When I used the drink calculator, the package worked out to my advantage.

I drink what I want... one (or two) spiked coffees at breakfast, cocktail when boarding after port day, one or two glasses of wine at dinner and 2-3 drinks during evening entertainment, plus bottled water (2 or 3 minimum). That's on a port day. While max is 15 drinks per day, breakeven is average 5-6 per day, excluding water, coffees, etc. For me, Cheers is worth it.

If you use a drink calculator, like this one https://cruisespotlight.com/drink-package-calculator/ you might be surprised at what the breakeven point is for you. Yes, there are days in port but we don't typically spend all day ashore and end up coming back early. Just for grins I input 4 frozen drinks, 4 gourmet coffees and 3 waters into the calculator and having Cheers saved money.

Bottom line, you don’t. There is always someone with a story that they got a special exception, but never with a clear explanation of how or who did it. From what several Carnival employees have told me,  against policy for any employee to do it for any reason. They can get fired if caught.

For you.  

 

Even with port days, it is worth it for us if we buy just regular drinks/non alcohol drinks.  But we also enjoy the Alchemy Bar and will order top shelf whenever we can.  I also like the idea that I don't have to worry about the price at the end.  I would buy fancier drinks if I was paying per drink.  
The price of Cheers kills me and I run the numbers every time.  

We also get DOU in the casino but that just doesn't work for me.  I want to be able to order drinks where I am relaxing.  I also figure I'll spend more money waiting to order and waiting for the drink than I would just buying the drink outright. 

IN the end it all comes down to what your personal preferences are.
