Has anyone ever won an upgrade on a sold out ship?

No cabins available but still offering move up bids.  I understand there MAY be cancellations but am curious if anyone has ever won one.

Tried to change to a Sunset Veranda..Was told no more available.  I'm willing to pay any difference if any. I've been calling periodically to see if there was any cancellations. None they tell me.  Yet after final payment is made, I will receive the move up offer with some available.  Don't understand, other then it must be to their advantage monetarily...

Then you can pay the difference and get a SV.
