OBC used in casino

Can your OBC be used at the Blackjack tables and slot machines? I will be on the June 9th cruise on the Emerald Princess for 10 days. Need to decide how much cash I need to bring with me.

For total clarity, you can gamble in the casino and charge slot machine purchases or table chips to your cabin account.  When your account is settled at end of voyage, any OBC does offset against charges.  This has been the case even though PCL official policy is that OBC cannot be used in the casino.  But, indirectly, it has worked.  That said, one or more members here posted a while back about a policy change because it has been speculated that PCL might change the accounting program to prevent OBC from off-setting casino charges.  I would say that has not been implemented or there would have been an active hot thread about it.

Has anyone ever transferred casino OBC back to the Princess account at the end of the cruise to pay for things like drinks, tours, purchases?

If you play the slots and have a casino account I guess you could request that the cashier debit your on board account. I don't know if they have that accounting ability. Just as easy to take the cash and deposit whatever amount you need at passenger services. If you play tables you have chips. You can only cash them for cash.

No.  You cash out casino winnings/balance at the cage.  You then visit GS and hand over the cash and ask them to deposit it into your cabin account.

No, they don't transfer funds.  See my post above which aligns with your final sentences.
