Yes, but the speeds are throttled.  You can expect downloads to be around 4.5 -5.0 Mbps and uploads to be 2.5 - 3.0 Mbps.

That was pretty much what I've seen across the fleet after they started throttling it.    I found that it worked pretty good for us and was able to stream  without problems.
