We went thru Costco and used Enterprise.   There are 2 other agencies that share the same office with Enterprise right at the port.  Very easy drop off.  They had a shared shuttle that dropped us at our ship.

NATIONAL/ENTERPRISE/ALAMO has a shared location at the port

in order of distance away (none more than a couple of miles)

HERTZ (this one was closed during COVID but I've heard it is open now)

BUDGET

THRIFTY/DOLLAR and AVIS across the road

Thanks for that tip...completely overlooked that option.  I got a great deal on an overnight rental at virtually half off the full price!
