It means if you use that benefit when you book your cruise you can get a v1 for the price of a v2.  Basically you contact CC via phone or have you TA do it. You book a higher category of cabin, within the same cabin class, and pay the price of the lower category cabin.  It works up to Aqua. Does not apply to Retreat/Suite bookings.

If you are in an Oceanview cabin on Infinity you can book an O1 category berth for O2 price.

We fell for this just once! The A1 cabins are below the pool deck and can be quite noisy. Not what I would consider an "upgrade"!!!
