You can contact the state / county where you are born to get one. Of course it is your choice, but just a thought for you. If you are going to go through the "hassle" of getting a BC and being concerned about which one to get (card or long form), a Govt., photo ID, closed loop cruise, etc., just get a passport and avoid any questions/issues and you're good.
