My observation is that in Europe and South America, when there were tours to wineries which offered opportunities to buy lines, the staff was more lenient about letting you take the wine to your stateroom. but in general, they will take the wine and give it back to you the night before disembarking. Having a beverage package doesn’t change this. YMMV

I have also had an excursion for that port canceled for a cruise that occurs in August, so eight months from now. Perhaps the excursion operator has gone out of business. It’s far too early for the cancellation to be weather related. The refund has been processed and received.
