It would depend on the cruise line I have only done TAs on RCL and Celebrity, it doesn’t depend on the direction, those line have mostly Americans, followed by Brits, Canadians and rest of the world

Our TA has a lot of Americans clients now , as they get a great deal with her group rates and exchange

I found the same with CIBC IP Visa , it was the least expensive option -
Too early to book what is probably a fall TA in 2024 but here is an example of pricing this year , AMS is the closest international airport to Rotterdam you would need to add baggage to these flight
