Do you need to make a reservation for open seating at dinner on HAL?

No, you can just show up and see what is available. If you want a specific table size, it is probably best to make a reservation, though.

If you don't have a reservation it is probably best to arrive by 5:45 - if not, it may be difficult to get a table until about 7 which is when the first seating will be finishing . Also, to get a table for 2 is more difficult but if you are willing to share a table for 6 or 8 it is much easier to get a table.

Or later in the evening, like 8:00. I've almost never had a wait going at that time or later.

As a rule -- for most ships -- the only times you can make a reservation for the Open Seating is from 5:15 - 6:15 and from 7:30 to 9.

Otherwise you just walk up and wait if there is a line.

If you do decide to make reservations, you can make them for 3 days at a time.

In all our years of open seating we have only had to wait for a table one time. Now we usually arrive before 6:30 so that maybe a factor.

We usually make a reservation for 2 around 7:30pm or 8:00pm. So far we have been very lucky and have always been given our requested time and table configuration.

We've never made a reservation ... we eat between 7 & 7:30 ... have never had to wait more than a few minutes. Sometimes it's just the two of us, other times a group of 4 or 6. When it has been just the two of us, we're okay with any size table. This has been on the Noordam, Prinsendam and most recently Statendam.
