The dress code is smart casual however they will allow you into the dining room with shorts because they know people don't get their luggage. Most experienced cruisers pack first night clothes in their carry-ons.

Yes.

 

It happen to me once a few years back when sailing on the Solstice. We had a early sitting and the maitre'd was very understanding when I explained my bags did not make it to the cabin yet. .

I always do and we always have our luggage and unpacked. I take the chance of being turned away. If so I'll change.

Just off the Reflection and the Early Edition daily on day 1 said "Due to the expected delay of luggage, the dress code in Opus Dining Room will be relaxed this evening."

My wife was mortified when she had to go to dinner the first night in a tank top and jeans and even suggested skipping the MDR for the buffet instead. But our butler assured us we'd be fine.
