This is something I've been curious about. Is there enough privacy? Like you can't see from one balcony to another? Seriously... no, there is not enough privacy. You will be able to get partial views around the partition, and a really GOOD view if you lean around one. You can certainly HEAR what's going on many balconies away. Also, a bring a good book! After the madness of a mega ship, sometimes it is nice to sit on your own balcony and just decompress with a book.
