During our stop in Aruba two couples (I am going to assume they were overly intoxicated) got back on board and starting fighting. Not just arguing, but out of control brawling. It was so bad that the police in Aruba were brought on board. Once they got on the boat they realized the couples fighting were the same couples being sought for stealing over $500 of merchandise from a store in Aruba and were promptly taken into custody by the authorities in Aruba...and left behind by the Valor in Aruba. And the authorities boarded the ship in Aruba...but it might as well have been at the door (on the same deck and right around the corner from the gangway). Thanks for the clarification :) May I ask why you asked whether the local LEO's boarded the vessel or not? When a ship is in the territorial waters of a country, both the flag state and the port state (the country the ship is in port) have jurisdiction over the vessel. Since these two jurisdictions overlap, and may not be compatible legally, the solution is that the port state will not exercise its jurisdiction unless the "foreign vessel threatens the port state or when activities on board the foreign vessel disturb the peace and tranquility of the port". Fighting on the ship can be considered disturbing to the peace of the port, and certainly the ship can request assistance from the port state at any time, so local LEO's have the right to make arrests aboard cruise ships flying the flag of another country. Now you all can go back with a crazy story for your friends about your cruise. On one of my cruises on Splendor I was witness to a woman being arrested for shoplifting in the ship's gift shop. She was in her 70's and was taken off the ship when we docked in Pt. Canaveral. It appeared she was traveling solo. The same night a crew member was taken away in handcuffs in the casino for cheating at the blackjack table and two guys (passengers)were having a lover's quarrel at the casino bar and one ended up pushing the other down the stairs adjacent to the bar. LOL! Three years ago my sister and I were on a "Royal Caribbean" ship when a group of officers were surrounded a very upset lady. It seemed that her "so call husband" had his girl friend onboard (different cabin and deck naturally) . When we made our last stopped in Cozumel both the husband and girl friend emptied his safe of every; passports, money, credit cards, etc. Leaving this woman high and dry with only the few dollars she had on her. Then both packed backpacks with clothes, got off the ship and never re-boarded the ship for the return trip home. We were standing at the customer service desk checking our account when the wife was on the phone speaking to someone back home telling them what happened and asking for someone to meet her when the ship docked in Galveston so she could settled her account. Once we left C.S. we never saw her again so we had hoped that a family or friend was there to meet her in Galveston and give her the support she needed. I see them carrying their luggage through the port area as we are leaving the dock and she commences to give the Bridge the bird and then turn around and drop her pants and moon them. There were 11 people kicked off the ship that trip for fights, drugs and other sorts of guest conduct policy violations. Nah, Id say Royal is pretty Wal Mart too ;) Whatever thats supposed to mean. That is exactly why I asked :) I was wondering if Carnival security prefers to meet authorities at the door instead of having them come on board to secure the individuals. Not questioning the jurisdiction, but wondering if it adds paperwork or other procedural operations that could be circumvented if they met on the dock. I think since the guy was in the medical office...and that was right there at the door, they let the Aruban police board.
