Just off Rhapsody and could not get away from the cigar smoke from the guy on the balcony just below us. Surprised his neighbors did not turn him in...

You were also his neighbor and you could have reported him. We would have had no problem doing so for anyone in a balcony cabin in our vicinity. :)

...The Casino Bar is a valid place to smoke at this time and I hope it remains. I understand that Disney has a strict No-Smoking rule. If it really bothers some, then possibly give them a try....does anyone know about Disney's smoking policy?
From about 2013 Disney's smoking policy is virtually identical to the smoking policy on RCCL's Celebrity Cruises: no smoking allowed anywhere indoors (not sure if this policy applies to crew, but those are the rules for passengers), no smoking on balconies, smoking allowed only in a few designated outdoor areas.

If I had been the affected OP passengers, the only response from RCI that I would find acceptable at this point is that the obviously don't-give-a-damn smokers (not referring to all smokers, but the ones who not only smoked on their balcony every day despite daily warnings, and then had the gall to chew out their steward over the cleaning fee) were permanently banned from the cruise line. Doubt that's going to happen.

Except Disney doesn't have casinos

Except Disney doesn't have casinos
While it is correct that Disney does not have casinos and Celebrity does, that doesn't change that neither line allows smoking anywhere indoors. I was responding to a question about Disney policy, but also pointing out that there are cruise lines (including at least one owned by RCCL) with casinos that don't allow smoking anywhere indoors - including casinos. I have no figures on the profitability of the casinos on RCI versus X, but Celebrity casinos seem pretty busy IMO.

Does anyone know for a fact that a smoker has actually been removed from the ship?

I have never known of a smoker being put off a cruise. Our room steward did tell us if this had been a long cruise our neighbors would have been removed from the cruise. With such a short cruise he said there wasn't much more they could do. This was on our last full day on board of a 5 night cruise.

Only one smoker has been booted off a ship? This does not make much sense. But leave a "roach " in your cabin and you are on the most wanted list.

If Royal makes the rules, they should be enforced........fleet wide! And I'd rather not see an obese man with the family jewels hanging out in a robe in the Windjammer.

Who raised these people??

I need to hear from a doctor who can show me where second hand smoke from outside air can cause this. Because I'm disbelieving.

Is your partner very obese? If so, it is more likely the ocean/sea distilled water causing fluid retention in the lungs, not second hand outdoor smoke. Talk to a doctor if he's obese because cruising may not be the best idea due to the water on board being desalinated but not 100% salt free. Even the coffee can cause this issue.

I took a large buddy on a cruise and he had similar sissies but no medical emergency. He takes a plethora of drugs to control his health issues related to his obesity and two of the pills say no added salt and his doctor told him no cruises due to desalinated water leading to a risk of fluid retention.

Smoking in balconies is wrong. Those cruises were a-holes. But I am doubting they put him in a medical situation.

Maybe you should do some research before you comment on something you seem to know nothing about.

Anyone with COPD will have issues if they have to breathe ANY smoke, whether they puff it themselves or breathe second hand smoke.

Why didn't you turn him in?

Could not figure out which cabin number he was in, since he was below

us. At least I did manage to yell at him.

Even tried to visually line up his cabin with one of the lifeboat numbers, but

could not figure it out from the hallway area. Otherwise I would have

reported him. Did not want to guess at his cabin number and get

an innocent person in trouble.

Easy if he was on our deck. Would you know what a cabin number was

if someone was below you? D cat balcony cabin numbers don't match the

JS cabin numbers on an upper deck.

For future reference, you can refer to the deck plans at RCI's website, or go to Future Cruise Sales and look at their deck plans, or tell Guest Services the approximate location and have them sort it out. Just a thought.
