Biodegradable sunscreen is the only type of sunscreen allowed in some of the protected reef areas in and around Cozumel. Whether it is enforced, I do not know, but it is a requirement on some organized water sports tours. I am not sure about any requirements about other areas for snorkeling, such as the Virgin Islands that the OP is visiting.
