Yes, Harmony has those over the bridge wings. Very cool spot!

The wings aren't that big, so they can't really get too crowded. Get there early though if you want a spot.

We like to be low down, on the life boat deck (deck 5). It gives us much more of a "connection" to the boats and buildings and people that we pass on the way out. We've even been able to yell stuff back and forth to nearby people on boats and on shore. Also, it's in the shade, has seats, and it's never crowded!

The area above the bridge wing on the Allure & Oasis is on deck 14 forward on the Port (left) side.

 

On the Harmony, it's on the lower level of the Solarium.

 

If you have access to the Suite Sundeck, it won't be crowded there and there is a bar right there.
