Right under that is the bar for the crew or at least that is what is under the tarp like area of the escape

Because of the modular block building the railing is already painted in the final white and also added to the helo winch pad while the bow structure is still in primer, making it stand out as you noticed :). The railing may have been made off site by a subcontractor or on a different place at Meyer's yard. The modular process really speeds things up. :)
