Is it crew access to maintain and deploy the boats?

Not quite ;) As we know, the lifeboats/tenders are stowed above our heads on 'boat deck' When they are deployed, they swing out with the help of the davits, then down alongside the ship. Those contraptions/racks ensure that the boats are positioned properly alongside boat deck for the loading of their occupants
