Call your TA or Celebrity, whoever you booked with and get the answer. (hopefully). I'd also ask if vouchers will be issued if Celebrity is going to offer the (free) transfers. If travelers from the earlier cruises advise that taxis are plentiful, than I will cancel the transfers and just taxi. So many people lost cars, houses, etc. I usually take a taxi in San Juan. If I were going from airport to port in San Juan, buy the transfer.
