The only place in NJ that NY City taxis are required to take you to is EWR. If you can find a NY City taxi willing to take you elsewhere in NJ the fare is totally unregulated and the driver can charge whatever fare he can get you to agree to...which could be a lot higher than what the fare theoretically should be based on normal time and distance for the ride. Flat rate is $52 plus the $0.50 MTA State Surcharge and $0.30 Improvement Surcharge. Then there is the rush hour $4.50 surcharge 4p to 8p weekdays so your $59 should be $52.80 or $57.30 plus tolls and tips.
