You will sign it when you check in. The passport is required for all non US citizens. If you are a US citizen and are traveling on a closed loop cruise in the Caribbean, an official birth certificate with the raised seal plus a government issued photo ID will work. If you plan to settle your account with a credit card, bring that to the check in. Or register it with Guest Relations once you are on board. Or you might need a passport. Or you might also need visas. And in a few cases you may need a vaccination certificate. It all depends on the cruise you're taking.
