Can you get a beer AND a shot....

Usually yes, but I have had issues with asking for a coke and a bloody mary at the same time while sitting and STAYING at the bar and the bartender said no, only one drink at a time. Not the usual, but it has happened to me once (NEVER went back to his bar and I used to bartend so I tip well, his loss).

Although it is officially one drink at a time with the package, I imagine the bartenders have some leeway when it comes to a shot and a beer, as it's a common combo ordered together, same as when someone gets a drink AND a bottle of water.  The rules is more likely to be enforced if it appears you are ordering two drinks so you can share with someone who doesn't have a drink package, ex. walking up to the bar out of nowhere and asking for two pina coladas or two glasses of wine.
