Yes, you will receive Promotional Chips.  The chips can’t be be cashed  in but any winnings can be cashed in.  DH takes some of our OBC in Promotional Chips and tries to win enough cash to cover the extra tips for cabin attendant and sommlier.

Sometimes he’s successful, sometimes not😮

Is there a surcharge for converting OBC to casino promotional chips?  How do the promotional chips work?  Can I sit down at a blackjack table and play only promotional chips?  If I lose, they take that chip and I put down my next promotional chip?  If I win, they give me a real chip back, plus I keep my promotional chip and can play the promotional chip again on the next hand?  Or do I have to bet an equal amount promotional chips and real chips or something different like that?

There is no charge. The promo chips have a different color but can be used exactly the same way as regular chips. No difference. They just can’t be cashed in.

If you win, only the winnings are returned in regular chips.

My OBN is always cashed out with REAL chips. Just go to gaming table and ask for draw off your card. The tables have NO promotional chips. They will charge you 5% of the draw and sign slip and get REAL chips. Excused yourself and go to cage and cash out. Never had a problems for years doing this.

Can OBC be used for laundry??

The OBC  is not actually applied to any specific item.

It is just a credit to your onboard account that offsets any debits (charges for purchases) on your account.

So yes, if you have a charge for laundry on your account, the result will be that the OBC will pay for it, (even though the OBC is not specifically designated to be applied to laundry, or to anything else).

To give an example that may make the explanation clearer, lets say you have a $100 OBC and you have charged

Laundry   $50

Excursion  $100

Gift shop   $100

Spa          $50

The total charges would be $300.

The $100 onboard credit would not be applied to pay for any of these itemized charges individually, but it would simply offset $100 of the total, so the remaining balance due on your account would be shown as $200.

But no list is needed because, to put it quite simply, OBC can be used to pay for anything that you can charge to your seapass card.

On some other lines, OBC cannot be used in the casino, or for gratuities.  But on Celebrity there are no restrictions other than it cannot be used as a deposit for a future cruise.  I have also read reports that it can't be used to enter certain tournaments in the casino, but I have no details about that.

Because this gets asked so often I've compiled a list of things to spend OBC on.
