Price drop - but no refund?

Certainly wouldn’t happen with P & O or Carnival.

It's been published as that since day 1. It has always said 30/04/22 was the end date.

After then, it should revert to "normal" rules, which for RCI is you can reprice up to 24 after booking. For US and perhaps other markets, price drops before final payment should also be in force.
