Funny thing is we received in mail when we received our held mail the day after we got home. I do not even remember put the information in so they could send. I am not sure, but I think if you clear your browser cache and go to the mail-tags link, try choosing the country first. Then the rest of the form. I seem to remember that working pre-pandemic.
