Do you think so? Surely the cruise line can adjust the rules to suit the home base and majority of passengers. eg Smoking is a big issue for countries like Australia. The original question though was would this repo cruise be classified as an Australian or US cruise and I think that it could start off with US rules and morph into an Aussie cruise half way through. Ovation of the Seas HNL --> SYD If you are talking Covid protocols, it is a bit of both. Vaxx requirements match Australia, pre-cruise testing matches US.
