When I was on the QM2 crossing the Atlantic, one of the guys in our group, a very proper Englishman, would wrap this handkerchief thing around his head when he was sitting outside on deck. It was often seen on chaps in deckchairs on the beach at Blackpool (a cheap holiday resort) in probably the 1920s and 30s, along with braces (suspenders).
