Are tours added on the ship

There is literally no tours on the cruise that is leaving on June 8 on the Mediterranean.  Do they typically add more spots when you get on the ship.

Maybe, or they may add slots to existing excursions.

Best bet is to check as soon as you can after boarding with the shore excursions desk. We have had some success getting onto an excursion that was sold out online once we were on board. Not sure if it was because of cancellations or because they added more slots.

I've always understood that some spots are held back as not everyone is adept at booking them beforehand.
