Best Time of Day For USS Arizona?

It's timed entry from opening til closing that usually all sell out so there will be a steady, yet controlled, amount of people on the Memorial at any given time.

Be sure to get an advance reservation. 

 

Just know there are lots of reasons you may not get to actually go out to the memorial (we failed the last two attempts).  Once, a helicopter crashed into the harbor, which closed it.  Most of the time it has to do with the weather.  If the harbor is the least bit rough, it's a no-go.

Nonetheless, there are lots of exhibits and a movie.  It's very worthwhile.  It just becomes more spiritual when you can get out to the memorial itself.

Here is where you can purchase tickets, without buying some sort of excursion. They sell out fairly quickly. We bought them as soon as they opened up and were able to get morning tickets. It really depends on what else you want to do that day, but we only wanted about 3 hours there, with still time left to do something else in the afternoon. 
I’ve attached the schedule for you, currently selling up to August 13. With lots of says sold out. You can also just show up and and get in the stand by line…but you’d probably be waiting a bit.

We've been a couple of times - the best ever was quite some time ago.  We lucked into being on the very first boat of the morning.  It was very moving to experience the memorial with almost no people there.
