If it is the same grade as your current cabin and one is available your TA might be able do this for you, I am not sure if there is a charge. If it is a higher grade you will have to pay what that grade would ahve cost on the day you booked. If it a lower grade- I am not suree tbh!

I hope you manage to get through to P&O without a very long wait, and that you do achieve a reasonable outcome. But if not then seriously consider in future using one of the top quality online TAs, where you should be able to give them a quick ring and then leave them to sort out the inefficient P&O reservation agents.
