is a passport required for Panama?

Please note that the above link is incomplete.

 

Passports for all passengers are required for cruises that port in Panama or do a partial or complete transit of the Canal. It doesn't matter if you leave the ship or not.

I just got off carnival dream and we docked in colon and a passport was required. Almost 1500 missed the ship. True there was a artic blast weather wise but I think some missed the memo that a passport was required to board. 

 

We had thread after thread for over a year with know it alls saying  its not required on closed loop. Ooops. Carnival waited until 3 days before our final payment to send a email required. Made for a quiet ship so many missed the ship. Odd as it was sold out early on until carnival told us passport required.
