If the situation were the same as in your case (security right there) then I may have done what you did and given them a heads up, but honestly I can't picture myself going out of my way to find someone. With that being said, I have been carded on every cruise I have been on, even when I just stopped for a second and wasn't gambling, drinking...etc...I think this is probably a pretty isolated incident and doubt the kid would have been able to stay there long either way. It's really not a big deal! Was the kid being loud and running around and drawing attention to himself? doesnt sound like it and it sounds like mom was right there with him. Well, yeah, it's probably against their security policies and it certainly would be illegal on land, so I don't think she's being an awesome mom by letting her son do something illegal just because he wants to. If mom can't tell the difference or doesn't respect the difference between an area where a child is allowed to play and an area that's reserved for adults - and doesn't want to teach her child those limits - then she doesn't win any awards in my book. And if security were near by -- we would be ccommenting to each about people allowing their children to play the slots -- just loud enough for them to hear. My lids are always interested when we walk by the casino (through on some ships). The first time they wanted to play the bright light and noisy game but when told the rules they understood. Just like I did with the parents that left their child in a stroller outside their room every time they ran into do something (that I assume was quick) but had their door closed. We weren't the only people that mentioned this to the room steward or security. The last night of the cruise we saw several security people approaching their room with a letter... Certainly old enough to know the difference between video games and slot machines... and old enough to be told why he is not allowed to play! I'm not going to say something to a stranger about her parenting (if she was the parent), so I gave security a heads up and let them decide if it was serious enough to do something about it. Correct me if I am wrong....on the open sea there is no legal age to gamble, drink, etc. There may be policies made by the cruise lines, but nothing of a legal nature. Please don't think that I support any type of gambling. I don't. But I don't think there is anything illegal about children gambling at sea. You know this reminds me of the joke... a priest goes out to play golf on the Easter Sunday(you may have also heard it as a Rabbi goes out to play golf on Yom Kippur) and the angels come in to the Almighty and say OMG we have seen that the minister is out playing golf and the Almighty says don't worry I'll take care of it and at the next hole the priest hits a hole in one...the angels come back and say We thought you said you would take care of it...and the Almighty says yes but who can he tell? If the child hits a jackpot and the parent says we won! You can be sure that before they pay out that they will go and check the video tape and tell the parent that the jackpot is VOID.... Ships enter ports/countries only with permission of the authorities and that permission certainly can be denied. That could definitely put a big dent in that cruise line's business. Even if they're bound by the laws of the country under whose flag they sail, they also have ship wide policies that they can enforce as required.
