A jacket is suggested but in our experience a shirt and tie will be fine.

you can skip the tie too. A tie without a jacket makes you look like assistant produce manager at Target

Suit/tux/jacket is the suggested attire; however, you can wear what you are most comfortable in.

 

Cruised in July on the Oasis and found a large majority of the men were wearing jackets on formal night.

Maybe it's me, but I think people dress up a bit more for second seating. To the OP, there is no hard and fast rule for formal night, only a suggestion so wear what makes you comfortable. If you are fine being underdressed, then no problem - they will definitely let you in to eat.

Suggestions are only published so people have a base understanding of terminology like casual, smart casual, and formal. They are not "dress codes". There is NO requirement for a jacket. You will not be under-dressed without a jacket. There are only minimum requirements published such as no hats, no pool wear, etc. Anything above minimum you are 100% fine. Even some stuff not above minimum you may be fine. Don't stress about it. And totally dismiss any backhanded comments you get on CC while at it.
