It's just part of the UDP. Unlimited Drug Plan. Bottled water not included.

The plan is this, as we know some drugs make you thirsty, you will buy more bottles water more $$$$ for NCL

 

They don't do pot 'cause that'll give the munchies and you'll eat more in the buffet.

 

They are selective about what they carry.

Maybe they thought is was gold bond medicated powder? Or perhaps with the transition from Alaska they missed all the fresh powder

Its really sad. 7 kilos will do you some serious federal time. Cruise ship workers and even passengers are profiled in many ways. In Miami cocaine has been smuggled on cruise ships under wigs, in sandals, and even inside the body.

What they made in one smuggling trip was probably worth more than several months salary.

We were on a caribbean cruise once and kept noticing two men traveling together who seemed to be unprepared for a vacation, especially in the Caribbean. They always wore jeans. They never seemed to be enjoying themselves. We would see them eating together but they never said two words to each other. ( Boy, do I sound like a Mrs. Kravitz!) But we really did think them strange passengers. When we disembarked in Miami, we noticed they got off separately and acted like they weren't together. It definitely got us thinking that getting on and off at some of the Caribbean ports would be a likely source for drug smugglers.
